Section 2(b) in The Rajasthan Legislative Assembly Members (Free Transit by Road Transport Service) Rules, 1964
(b)"Secretary" means the Secretary, Rajasthan Legislative Assembly and includes any Officer of the said Assembly specially empowered by the Speaker to perform the functions of the Secretary under these rules;
