Section 15(1) in The Orissa Wheat Control Order, 1987
(1)The Government from time to time -(a)allot quotas of wheat for the requirement of any specified area or of any specified market; and(b)issue directions to a Government Agent or a dealer to supply wheat to such areas, markets persons, institutions or organisations in such quantities, at such time and in such manner as may be ordered by them;(c)every Government Agent or dealer shall comply with the directions issued to him under Sub-clause (1).
