3. Nomination of Members of Committees at different Levels.
(1)The number of non-official members in each Block Level Committee and each Urban Area Committee shall be 11.(2)The number of non-official members in the State Level Committee and each District Level Committee shall be 15.(3)The Chief Minister shall be the Chairman of the State Level Committee, the Minister Incharge for the District concerned shall be the Chairman of District Level Committee. The Chairman of the Block Level Committee and Urban Committee shall be nominated by the Minister Incharge for the District.(4)Elected Members of Parliament and the Members of the State Legislative Assembly returned from the constituencies which fall wholly or partly in the District/Block/Urban area shall respectively be ex-officio members of the District Level Committee, Block Level Committees and Urban Committees. Member of Parliament and the member of the State Legislative Assembly may nominate their representatives to participate in the meetings of the Committees on their behalf.(5)The President of the Zila Panchayat, Chairman of District Co-operative Bank and Land Development Banks shall be ex-officio member of the concerned District Level Committees.(6)President of the Janpad Panchayat shall be an ex-officio member of the concerned Block Level Committees.(7)The Mayor of the Municipal Corporation/President of the Municipal Council/Nagar Panchayat shall be ex-officio members of the concerned Urban Committee.(8)The Chief Executive Officer of the concerned Zila Panchayat/Janpad Panchayat/Commissioner of the Municipal Corporation and the Chief Municipal Officer of the Municipal Council/Nagar Panchayat shall be the Member-Secretary of the respective District Level Committee/Block Level Committee/Urban Committee, as the case may be.
