Section 289(1) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964

(1)The sailors mentioned below are eligible for consideration for promotion to Acting Sub-Lieutenants in the branches as indicated:
(a)Executive Branch. - Sailors of the Seaman, Communication and Naval Airman Branches (other than sailors of the Naval Airman Branch who have been transferred to Aircraft Mechanician Branch).
(b)Engineering Branch. - Engine-room Artificers, Mechanicians, Ordnance Artificers, Shipwright Artificers, Aircraft Artificers and Aircraft Mechanicians.
(c)To Electrical Branch - Artificers, Mechanician and Non-Artificers sailors of the Electrical and Air Electrical Branches.]
(d)Supply and Secretariat Branch. - Sailors of the Writer and Stoics Branches. Sailors of Cook and Steward Branches, who are considered suitable candidates for promotion to the commissioned rank, shall first be transferred to the Writer or Stores branch before Form C.W. 1 shown in Appendix VI can be started on them. The Chief of the Naval Staff is authorised to effect the transfer of such Cook or Steward sailors to the Writer or Stores branches in [ranks] [Substitued by S.R.O. 192, dated 10th September, 1973], equivalent to those held in the Cook or Steward branch provided they are recommended and have passed either,
(i)the Matriculation or equivalent examinations, or
(ii)the Higher Educational Test as stipulated in sub-regulation(7).
