(1)No person shall act as a dealer in wheat except under and in accordance with licence issued in that behalf by the licensing authority:Provided that all Government Agents/Institutions recommended by the Licensing Authority shall be exempted from obtaining the licence for dealing in appropriate quantities of wheat :Provided further that Government may, by a special or general order, exempt, subject to such conditions as may be specified in the order, any other person or class of persons from the operation of this clause.(2)No person dealing in wheat products is required to obtain a licence.
