Section 3(1) in The Orissa Wheat Control Order, 1987
(1)No person shall act as a dealer in wheat except under and in accordance with licence issued in that behalf by the licensing authority:Provided that all Government Agents/Institutions recommended by the Licensing Authority shall be exempted from obtaining the licence for dealing in appropriate quantities of wheat :Provided further that Government may, by a special or general order, exempt, subject to such conditions as may be specified in the order, any other person or class of persons from the operation of this clause.
