Section 22 in Jammu and Kashmir Saffron Rules, 2018

22. Appeal.

(1)Any person aggrieved by an order of the Registration Authority under section 6 or section 7 of the Act or an order of Enforcement Inspector under section 13 of the Act, may within a period of two months prefer an appeal to the Appellate Authority.
(2)Every memorandum of appeal shall set forth concisely and distinctly the grounds of appeal and shall be accompanied by a copy of order against which appeal has been preferred and a fee of rupees five hundred in shape of a bank draft or treasury receipt in favour of the Appellate Authority. It shall be presented by the appellant himself or a person duly authorized by him in this behalf.
(3)The Appellate Authority may, after affording a reasonable opportunity of being heard to the parties, pass such order as may deem just and proper.
(4)An appeal preferred under sub-rule (1) shall be decided, as far as practicable, within a period of three months.Application for Registration as Saffron Dealer/exporter/importer

Terms and Conditions of Certificate of Registration :
(i)Certificate of Registration shall be displayed in a prominent and conspicuous place in a part of business premises open to public.
(ii)The holder of the certificate shall comply with the provisions of Saffron Act, 2007 and rules thereunder.
(iii)The holder of the certificate shall from time to time report to the Registration Authority any change in premises of business or store.
(iv)The holder of the Certificate shall give every facility to the Registration Authority or any other officer acting under the authority for the purpose of inspecting his stock, shop, premises or any other such place/s used by him for the purpose of his trade.
