Section 9(5)(a) in The U.P. Pravidhik Shiksha (Admission Conduct of Examinations and Conferment of Certificates and Diplomas) Regulations, 1992

(a)Direct admission II or III Final year classes of a course under annual basis by promotion shall not be permitted except that a candidate has studied at any of the affiliated institutions and has passed I/II/III 3'ear annual examination, as the case may be, conducted by the Board, provided he/she is eligible of admission under Regulation 25 and permitted for transfer under Regulation 17 :
