Section 9(5) in The U.P. Pravidhik Shiksha (Admission Conduct of Examinations and Conferment of Certificates and Diplomas) Regulations, 1992

(a)Direct admission II or III Final year classes of a course under annual basis by promotion shall not be permitted except that a candidate has studied at any of the affiliated institutions and has passed I/II/III 3'ear annual examination, as the case may be, conducted by the Board, provided he/she is eligible of admission under Regulation 25 and permitted for transfer under Regulation 17 :
Provided that the admission to the next higher class in II/III/IV Final year shall be made provisionally on the start of academic session or 3rd Monday of July each year, whichever is earlier without waiting for the results of preceding year. The admission, however, shall be ratified only after the declaration of the results of the examination of the concerned previous class :Provided further that a candidate shall not have a claim to the provisional admission, if he/she fails and does not satisfy the relevant regulation for promotion to the next higher class.
(b)Direct admission to II/IV /VI or III/ V semester of a course under the semester basis by promotion shall be made provisionally on or after the tenth day but not later than 15th day of completion of the previous examination without waiting for results. The admission shall be ratified only after the declaration of results of the concerned previous class :
Provided that a candidate shall not have a claim to the provisional admission; if he/she fails and does not satisfy the relevant regulation for promotion to next higher semester,
(c)The students of all classes/semesters promoted and admitted to next higher class/semester after completion of examination conducted as per Clauses (a) and (b) above their attendance for next higher class/ semester shall be counted, irrespective of declaration of result of previous class/semester, from the date of start of their session/ semester, the schedule of which is approved by the Board.
