Section 17(1) in Jammu and Kashmir Water Resources (Regulation And Management) Rules, 2011
(1)The Executive Engineer of the concerned area shall cause to install flow-meter of IR mark at appropriate point on every water supply connection for recording the quantity of water used by the consumer.
