Section 19 in Orissa Electrical/Mechanical/Telecommunication (Departmental and Professional Examination) Engineering Service Rules, 1957

19. [ [Substituted vide O.G.E. No. 29107, dated 20.12.1967.]

(1)The Departmental Committee aforesaid shall be convenced by the Chief Engineer, Electricity, Orissa and shall consist of -
(a) Chief Engineer, Electricity, Orissa President
(b) One Superintending Engineer, Mechanical Member
(c) Electrical Inspector Member
(d) [] [Inserted vide O.G.E. No. 19142, dated 13.6.1977.] One Superintending Engineer, Telecommunication Member.
The mechanical Engineers who entered service prior to the date of issue of these amendments and have not passed the examinations on or before the date shall be required to pass the Examination within such a period as the State Government may be general or special order direct failing which their further increments shall be stopped till they pass the Examinations.
(2)The examination shall be both written and viva, The written examination shall consist of subjects set forth in Schedule II. The viva voce tests shall be common to the Electrical, Mechanical, Tele Communication Engineers.
(3)The Examinations shall be such as to test; (a) the knowledge of the Engineer regarding the locality here he has been employed; as to
(i)the method and cost of Engineering construction;
(ii)the dealings with contractors and management of labour;
(iii)tariff making and
(iv)ability to design and estimate; and
(b)the Engineer acquittance with official rules contained in publications mentioned in Schedule II and his knowledge of the accounts of a subdivision or of Division as the case may be.
(4)The president shall submit the report of the Departmental Committee with his observations and recommendations to the State Government who shall decide as to which Engineer shall be deemed to pass the test and shall publish their names in the Official gazette.]
