Section 46D(1) in The Orissa Panchayat Samiti Election Rules, 1991
(1)If at an election-(a)booth capturing has taken place at a polling station or at a place fixed for the poll (hereinafter in this rule referred to as place) in such manner that the result of the poll at that Polling station or place cannot so ascertained ; or(b)booth capturing takes place in any place fixed for counting of votes in such a manner that the result of the counting at that place cannot be ascertained.The Election Officer shall forthwith report the matter to the Commissioner.
