Rule THE-GOVERNMENT-OF-GOA-DIRECTORATE-OF-FIRE-AND-EMERGENCY-SERVICES-GROUP-C-AND-D-NON-MINISTERIAL-NON-GAZETTED-POSTS-RECRUITMENT-RULES-1996 of 1996

The Government of Goa, Directorate of Fire and Emergency Services, Group 'C' and 'D' Non-Ministerial, Non-Gazetted posts, Recruitment Rules, 1996In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in supersession of the existing recruitment rules for the relevant posts, the Governor of Goa hereby makes the following rules to regulate the recruitment to the Group 'C' and 'D' Non-Ministerial, Non-Gazetted posts in the Directorate of Fire and Emergency Services, Government of Goa, namely:-

1. Short title, application and commencement.

- These rules may be called the Government of Goa, Directorate of Fire and Emergency Services, Group 'C' and 'D' Non-Ministerial, Non-Gazetted posts, Recruitment Rules, 1996.
(2)They shall apply to the posts specified in column 1 of the Schedule to these rules (hereinafter called as the "said Schedule").
(3)They shall come into force from the date of their publication in the Official Gazette.

2. Number, classification and scales of pay.

- The number of posts, classification of the said posts and the scales of pay attached thereto shall be as specified in columns 2 to 4 of the said Schedule:Provided that the Government may vary the number of posts in column 2 of the said Schedule from time to time subject to exigencies of work.

3. Method of recruitment, age limit and other qualifications.

- The method of recruitment to the said posts, age limit, qualifications and other matters connected therewith shall be as specified in columns 5 to 13 of the said Schedule.

4. Disqualification.

- No person who has entered into or contracted a marriage with a person having a spouse living or, who, having a spouse living, has entered into or contracted a marriage with any person, shall not be eligible for appointment to the service:Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.

- Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.

- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for Scheduled Castes, and other special categories of persons in accordance with the orders issued by the Government from time to time in that regard.

However, preference will be given to those candidateswho have undergone and successfully completed the Sub-Officer'sCourse at the National Fire Service College, Nagpur.(ii) Those who have completed andpassed the Sub-officers Course shall have to only attend andpass the departmental physical efficiency test and will beexempted from 6 months training. He should be able to readKonkani/ /Marathi.(iii) In the event of acandidate's failure to pass the departmental test during theperiod of probation, his service is liable for termination.Desirable:Degree of a recognised University or equivalent. Age:NoQls.:To the extent as indicated in Column No. 11. 2 years By promotion, failing which by transfer on deputation failingboth by direct recruitment. Promotion:Leading Fireman with 5 yearsregular service in the grade and possessing the S.S.C.qualification and have successfully passed the departmentaltest.Transfer on deputation:Officers of the Police Department in the State of Goa holdinganalogous posts on regular basis and possessing the educationalqualifications prescribed for direct recruits in column (7). T. I.(Wireless) Certificate recognized by the Board.(iii)Knowledge of Konkani.Note:- (i) Will be requiredto pass the departmental examination on completion of theinitial training of six months during the probationary period.In case of failure, one more chance will be given after twomonths. The services of the candidate failing to pass theDepartmental Examination on 2nd attempt are liable fortermination.(ii) During the training period, if a candidate is foundabsent for more than 21 days, the competent authority may or maynot allow him to continue the aforesaid training and he may bedirected to attent the next training course and theproportionate cost of the said training attended shall berecovered from him in instalments. The services of the Candidate failing to pass theDepartmental Examination shall be terminated forthwith.(ii) During the training period, if a candidate is foundabsent for more than 21 (twenty-one) days, the competentauthority may or may not allow him to continue the aforesaidtraining and that he may be directed to attend the next trainingCourse and the proportionate cost of the said training attendedshall be recovered from him in instalments. (5) Stand-by charges for appliances Rs. 1000/- per day or part thereof and distance covered fromstation and back @ Rs. 25/- per km.
(6) Attending calls outside the State. (a) Rs. 1000/- per call perappliance and Rs. 50/- per km. or part thereof.(b) Pumping fees of Rs. 500/- per hour or part thereof.
(7) Charges for imparting training in Elementary Fire Fight (a) Rs. 287/- per trainee per month for Government sponsoredcandidates.
(8) No Objection Certificate Rs. 100/- per NOC per year.

  (c) (i) Buildings over 14.2 metres in height Rs. 5/- per square metre built up area of the occupancy.
  (ii) Factories & Establishments where electric metercapacity exceed 5HP and above  
  (iii) Shipyard and workshops  
  (iv) Tank Farms or Petroleum products/P.O.L. dispensingoutlets  
  (v) Flammable Gas Godown/LPG Gas Godown  
  (vi) Godowns and warehouses  
  (vii) Public places like Exhibition halls, Entertainmentplaces, dancing halls, Theatres, Assembly halls, Sea port,Airport, Railway Stations, Bus Stations, Stadia, etc.  
  (viii) Educational and Institutional Places.  
  (ix) Hotels, Restaurants, where seating/lodging capacityexceeds 50 persons.  
  (x) Storage places of hazardous and flammable goods.
