Section 289(12) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964

(12)In addition to satisfying the conditions mentioned in sub-regulation (11) candidates shall also fulfil the following conditions before they are eligible to appear before the Preliminary Selection Board :
(a)In the case of Executive Branch candidates:-
(i)they must have passed the Higher Educational Test;
(ii)they must not be older than 23 years on the 30th June of the year in which the Preliminary Selection Board is held;
(iii)Seaman sailors must have passed for Leading Seaman;
(iv)Communication sailors and Naval Airmen must have been employed for six months on the duties of Seaman sailors under sub-regulation (9) have passed professionally for Able Seaman (but need not hold any specialist qualification) and have held the Able '[Ranks] in their respective branches at least for a period of one year. If such sailors fail in the Preliminary Selection Board or at any stage of their training, they shall revert to their original duties but shall retain their [Rank] [Substitued by S.R.O. 192, dated 10th September, 1973]. In the case of sailors who have not yet qualified professionally for the Leading [Rank] [Substitued by S.R.O. 192, dated 10th September, 1973], special facilities shall be made available to them to qualify for that [Rank] [Substitued by S.R.O. 192, dated 10th September, 1973]
(b)In the case of Engineering Branch candidates :
(i)They must have passed the Preliminary Examination for Upper Yardmen (E);
(ii)Engine Room/Aircraft/Aircraft (Weapon) /Ordnance /Shipwright Artificers must have held the [Rank] [Substitued by S.R.O. 192, dated 10th September, 1973] of Artificer 4th Class (acting and confirmed) for 18 months, and must not be older than 26 years on the 30th June of the year in which the Preliminary Selection Board is held;
(iii)Mechanicians and Aircraft Mechanicians must have served at least 18 months after successfully completing the Mechanician's course, and must not be older than 29 years on the 30th June of the year in which the Preliminary Selection Board is held.
(c)In the case of Electrical Branch candidates:
(i)They must have passed the Preliminary Examination for Upper Yardmen (L);
(ii)Artificers must have held the 2[rank] of Electrical Artificer (Power)/(Radio)/(Air)/(Air Radio) 4th class (acting and confirmed) for 18 months; and must not be older than 26 years of age on the 30th June of the year in which the Preliminary Selection Board is held;
(iii)Non-Artificers must not be older than 27 years of age on the 30th June of the year in which the Preliminary Selection Board is held, have held the [Rank] [Substitued by S.R.O. 192, dated 10th September, 1973] of Leading Electrical Mechanic (Power)/(Radio)/(Air)/(Air Radio), and have passed professionally for the [Rank] [Substitued by S.R.O. 192, dated 10th September, 1973] of Petty Officer Electrician (Power)/(Radio)/(Air)/(Air Radio) (Provisionally or otherwise). If an Electrical Mechanic (Power)/(Radio)/ (Air)/(Air Radio) 1st class is delayed on the roster for [Promotion] [Substitued by S.R.O. 361, dated 10th November, 1975] and is still recommended on Form C.W. la, he shall be specially advanced to Acting Leading [Rank] [Substitued by S.R.O. 192, dated 10th September, 1973] from the date of passing the Preliminary Examination.
(iv)[ Electrical Mechanicians (Power)/(Radio)/(Air)/(Air Radio) must have served at least 18 months after successfully completing the Mechanicians Course and must not be older than 29 years on the 30th June of the year in which the Preliminary Selection Board is held.] [Substitued by S.R.O. 271, dated 9th September, 1969.]
(d)In the case of Supply and Secretariat Branch candidates :
(i)They must have passed the Higher Educational Test;
(ii)They must not be older than 25 years on the 30th June of the year in which the Preliminary Selection Board is held; and
(iii)They must have passed professionally for Leading Writer/Leading Stores Assistant.
