Section 6 in Jharkhand Building Byelaws 2016

6. Application for building permit.

- Application shall be made to the Competent Authority in Form-II. The following shall accompany the application for building permit in the case of permission for erection, re-erection of making material alternation of Post-Facto approval of the existing building. The documents shall be submitted in 4 copies along with a soft copy in PDF and CAD format.
6.1Site Plan - Plan set with an application shall be drawn to a scale of not less than 1:500 for areas up to hectares and not less than 1:1000 for areas more than 1 hectare and shall show-
6.1.1The boundary of the site with the contiguous land around it.
6.1.2The position of site in relation to neighboring street along with the municipal plot number and revenue plot number the name of the street in which the building is proposed to be situated, if any;
6.1.3The name of street in which the building is proposed to be situated if any;
6.1.4All existing buildings standing on over or under the site;
6.1.5The position of the building or of all other building (if any) which the application intents to erect upon his contiguous land to in relation to:
6.1.5.1The boundaries of the site and in case where the site has been partitioned, the boundaries of the portion owned by the applicant and also of the portion owned by the others.
6.1.5.2All adjacent streets, buildings (with number of the stories) and premises within a distance of 15m of the site of the contiguous land (if any).
6.1.5.3If there is no street within a distance 15rn of the site, the nearest existing street.
6.1.6The means of access from the Street to the building and all other building which the owner intends to erect upon his contiguous land;
6.1.7Dimension of the spaces to be left in and around the building to secure a free circulation of air, admission of light and access for scavenging purposes and details of projection (if any) on the open spaces;
6.1.8The width of the Street (if any) in front and of any street (if any) at the site of rear of the proposed building;
6.1.9Scale used and the direction of north point relating to plan of ...the building.
6.1.10any existing physical features, such as wells, drains etc.
6.111 Sewerage and drainage lines up to discharge point and water supply lines.
6.1.12location of trees.
6.1.13such other particulars as may be prescribed by the authority.
6.2Building Plan- The plan of the building and two elevations (front and side) and two sections accompanying the application shall be drawn to a scale not less than (1:100). The plan shall-
6.2.1Include the floor plans/mezzanine plan/service floor of all floors together with the covered area clearly indicating the spacing of all framing members and sizes of rooms and the position of staircase, ramps and lift wells;
6.2.2Show the use or occupancy of all parts of the building;
6.2.3Details of the parking spaces with calculations;
6.2.4Show exact location of essential services for example: WC, sink, bath and the like including the water supply and drainage line;
6.2.5Including two elevation (front and sides) and sectional drawing with their materials and size and locations of doors, windows and other openings. The sections shall indicate the heights of building and rooms and also the height of the parapet and the drainage and slope of the roof. At least one section should be taken through the staircase;
6.2.6Show all street elevations (levels), finished ground level;
6.2.7Indicate details of compound walls (including height and sections) around the boundary;
6.2.8Give dimensions of the permissible projected portions within open spaces;
6.2.9Rain water harvesting system, terrace plan indicating the drainage and the slope of the roof;
6.2.10Give indications of the north point relative to the plan and scale used; and
6.2.11Any other particulars as desired by the Authority.
6.3Services Plan- Plans, elevations and sections of private water supply and sewerage disposal system independent of the municipal services (if any) drawn to a scale of 1:10 shall be included.
6.4Specifications-General specification giving type and grade of materials to be used shall accompany the application.
6.5Ownership Title-Every application for building permit shall be accompanied by the following for verifying proof of ownership.
6.5.1Self Attested copy of the original sale/lease deed, and
6.5.2Self Attested copy of the Revenue Survey sheet/Municipal Survey sheet with Khesra no. or mutation record.
6.6Additional documents relating to submission of Building plan for all buildings including Multi storied/Special Buildings which are 15m. or more in height and for special buildings like educational, assembly, institutional, industrial, storage, shopping complex and multiplex and hazardous and mixed occupancies with any of the aforesaid occupancies having ground covered area more than 500 sqm., the following additional information shall be furnished/indicated in the building plan in addition to the items given in chapter-II, section (4) as applicable:
6.7Access to fire appliances/vehicles with details of vehicular turning circle and clear motorable access way around the buildings, parking provision plan with arrangement & movement;
6.8Size (width) of main and alternative staircases along with balcony approach, corridor, ventilated lobby approach;
6.9Location and details of lift enclosures;
6.10Location and size of fire lift;
6.11Smoke stop lobby/door, where provided;
6.12Refuse chutes, refuse chamber, service duct, etc;
6.13Vehicular parking space, parking space for fire brigade and ambulance;
6.14Details of how the fire brigade/ambulance will travel within the plot:
6.15Refuse area, if any;
6.16Detail of exits including provision of ramps, etc., for hospitals and special risk buildings/uses
6.17Location of generator, transformer and switch gear room;
6.18Location and details of fixed fire protection installations, such as sprinklers, wet risers, hose-reels, drenchers, etc;
6.19Location and details of first-aid firefighting equipment/installations.
6.20longitudinal cross sections of the building including details of building and room heights and of staircase.
6.21Area calculations for plot area, built up area and carpet areas of apartments.
6.22Attested Certificate of registration with Council of Architecture for Architects and Degree certificate for EngineersNote: The above sub-section of byelaws as applicable 6.10, 6.11, 6.12, 6.13, 6.14, 6.15, 6.16, 6.17, 6.18 & 6.19 shall be as per the approval of Fire Service Department.
6.23Services plans: The services plan shall include all details of building and plumbing services, and also plans, elevations and sections of private water supply, sewage disposal system and rain water harvesting system.
6.24Landscape Plan: The landscape plan shall include the area to be developed as lawn, garden, plantation etc.
6.25Specifications: Specifications, both general and detailed, giving type and grade of materials to be used duly signed by the registered architect, engineer, structural engineer;
