Section 11(1) in The U.P. State Electricity Board Services of Engineers Regulations, 1970
(1)The character of a candidate for direct recruitment to the service must be such as to render him suitable in all respects for employment under the Board. He must produce certificate of good character from-(i)the Proctor or the Principal Officer of the University or College, as the case may be, in which he was last educated;(ii)two responsible persons (not being relations) who are well acquainted with him in his private life and are unconnected with his University, College or School :Provided that the appointing authority may make further inquiries regarding the character and antecedents of a candidate in such manner and from such authorities as may be considered necessary.
