Section 55(2) in The Global Open University (Nagaland) Act, 2006
(2)The Executive Council has a right to relax the qualifications, terms and other conditions of appointment to various posts in the University in favour of persons who are ordinarily residents in the State of Nagaland without grossly compromising merit.
