Section 182(1) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(1)To be eligible for promotion, a candidate must :(a)be not more than 37 years of age on the date of promotion; this age limit may be relaxed by the Chief of the Naval Staff up to a maximum of one year in exceptional cases;(b)be a Petty Officer or an acting Petty Officer with not less than one year's service in the actual performance of the duties of such sailors;(c)have qualified in the prescribed course of instruction.
