(11)There shall be a separate State Development Council which shall be chaired by the Chancellor of the University which is to be constituted by the Governing Board and it shall be dedicated to the public polity, planning, promotion, research and development of the State of Manipur in total and it shall constantly work and coordinate with various state /central Governments and international agencies, organizations, including companies or corporate entities for the promotion of the State of Manipur in total including its culture, heritage, tourism, language, human resource development, skill improvement and its infrastructure development
