28. State Advisory Council of the University and other matters.
(1)There shall be a State Advisory Council of the University.(2)The State Advisory Council of the University shall be constituted by the Governing Board in consultation with the State Government and it shall provide all the necessary guidance, assistance, and local ,support whenever required by the University.(3)It shall also consist of representatives from the State Government and eminent personalities including people from the State of Manipur.(4)It shall frame rules and criteria for the selection of local candidates for the admission and it shall also function as a selection committee for the selection of students from the State of Manipur under reserved category.(5)It shall serve as an advisory body to the University which may advise and assist the University in different aspects as required from time to time.(6)The Chancellor may brief the State Advisory Council of the University on any matter concerning the University and seek guidance and opinion on various matters.(7)There shall be an. Internal Quality Assurance Cell (IQAC) of the University and an External Quality Assurance Cell (EQAC) of the University. The External Quality Assurance Cell (EQAC) of the University shall work directly under the directions and guidance of the State Advisory Council of the University while the Internal Quality Assurance Cell (IQAC) of University shall report to the Chancellor.(8)The periodic reports submitted by the Internal Quality Assurance Cell (IQAC) of the University and External Quality Assurance Col (EQAC) of the University shall also be placed before the State Advisory Council of the University for its suggestions.(9)It may call for 'any information related to the University and it shall be the duty of the University to furnish all such information which is available with the University.(10)This shall also work as a chain linkage between the University and the Government for effective coordination.(11)There shall be a separate State Development Council which shall be chaired by the Chancellor of the University which is to be constituted by the Governing Board and it shall be dedicated to the public polity, planning, promotion, research and development of the State of Manipur in total and it shall constantly work and coordinate with various state /central Governments and international agencies, organizations, including companies or corporate entities for the promotion of the State of Manipur in total including its culture, heritage, tourism, language, human resource development, skill improvement and its infrastructure development(12)There shall be an international Planning and Advisory Board of the University which is to be constituted by the Governing Board of the University for the promotion and propagation- of the University, national and international collaboration, scientific and academic excellence, assistance and expert guidance on various matters, replication of University model and for the overall development of the University. It may consist of various eminent personalities and peoples from various cultural backgrounds including eminent educationalists/ scientist etcetera and it may assist the Governing Board and the Chancellor whenever required. They shall also assist, advise and indicate the lines on which the University shall develop.(13)The University shall always strive towards overall development and promotion of the State of Manipur including extending complete support in all possible ways and in all aspects including extending advisory services, rural development, infrastructure development, promotion/ protection / preservation of culture/ language/ tradition/ heritage of the State tourism promotion, environmental protection, development of economy etcetera.
