Section 5(1) in U.P. Irrigation Department Research Officers Service Rules, 1992
(1)Research Officers :(i)Fifty percent by transfer of the substantively appointed Executive Engineers of Uttar Pradesh Service of Engineers (Irrigation Department of Civil or Mechanical Branch) who shall be governed by the rules applicable to their own services;(ii)Fifty percent by promotion through the Commission from amongst substantively appointed Assistant Research Officers who have completed seven years' service as such on the first day of the year of recruitment.
