Section 54A(1) in The Bihar and Orissa Local Self-Government Act, 1885
(1)There shall be formed for each district a fund to be called the "District Education Fund" and there shall be placed to the credit thereof-(i)all sums granted to the District Board by the State Government for purposes of education;(ii)all income derived from any endowment or other property owned or managed by the District Board for the benefit of education;(iii)an annual contribution from the District Fund, not being less than the average of the sums spent by the District Board for purposes of education during three years immediately preceding the year in which the contribution is made;(iv)all receipts in respect of any school for the maintenance or management of which the Board is responsible under Section 62 or Section 63;(v)all other sums which may be contributed to or received by the District Board for purposes of education; and(vi)such other sums as may be directed by the State Government to be credited to the District Education Fund.
