The Punjab Registration Validating Act, 1981Punjab Act No. 21 of 1981Statement of Objects and Reasons. - When any Sub-Registrar is absent, or when his office is temporarily vacant, the Registrar can appoint any person as Sub-Registrar under section 12 of the Registration Act, 1908. Some Registrars in the State appointed Sub-Registrars when their officers were not temporarily vacant, with a view to speeding up registration work. This was tantamount to the formation of separate sub-districts and creation of separate officers of Sub-Registrars. The power to form, or alter the limits of a sub-district and establish the officers of Sub-Registrar lies with the State Government under sections 5(1) and 7(1) of the said Act. As provided in section 5(3), any alteration shall take effect on such day after the date of the notification as is therein mentioned. Therefore, the Registrars, who appointed Sub- Registrars, when the respective offices were not temporarily vacant, acted beyond their jurisdiction. The period of working of such officers appointed as Sub-Registrars by Registrars when their offices were not temporarily vacant is to be regularised. Hence this Bill.Received the assent of the Governor of Punjab on the 7th September, 1981, and was first published in the Punjab Government Gazette (Extra.), Legislative Supplement, Part I, dated the September 18, 1981/Bhadra 27, 1903.An act to validate certain registration and matters appurtenant thereto.Be it enacted by the legislature of the State of Punjab in the Thirty- second Year of the Republic of India as follows :-

1. Short title.

- This Act may be called the Punjab Registration Validating Act, 1981.

2. Validation of acts of registering officers purporting to act as Sub- Registrars.

- All acts performed by the -
(a)registering officers specified in column 2 of the Schedule purporting to act as Sub Registrars of the district specified in column 1 thereof during the periods noted against each in column 3 of that Schedule; and
(b)Sub-Registrar Amritsar (Urban) purporting to act as Sub-Registrar in respect of area falling within sub-district Amritsar (Rural) and comprising the villages specified in Schedule II during the period commencing on the 14th January, 1977 and ending with 26th February, 1979;
shall be deemed to have been validly performed as if the aforesaid persons had been duly appointed as Sub-Registrars under the Registration Act, 1908 (Central Act 16 of 1908), for the purposes of the performance of such acts
