Every dumb barge, lighter or flat in tow of a sea-going vessel in the port-(a)shall, if in tow alongside, exhibit in a properly constructed lantern on the outer edge of the vessel and at a height of not less than 91 cms. above any obstruction on deck, a white light, clear, uniform and unbroken which shall be visible all round the horizon at a distance of at least 3.22 kms;(b)shall, if in tow astern, exhibit a similar white light at the after end at a height of not less than 1.83 metres above the deck.
