3. Preparation of Annual Budget and its submission.
(1)The commission shall prepare,-(a)in Form "A" its estimated receipts in the ensuing Financial Year;(b)in Form "B" its estimated expenditure in the ensuring Financial Year;(c)in Form "C" the estimates regarding request made by it to the State Government for grants in the ensuing Financial Year;(2)The estimates, that is to say, the budget, so prepared shall be submitted to the Government on or before the 1st November of the preceding Financial Year or such extended time as may be specified by the Government, for making a provision of grants for the ensuing financial year.
