Section 63O(1) in The West Bengal Factories Rules, 1958
(1)All persons who are appointed or required to supervise the works involving manufacture, use, storage and handling of hazardous substances shall possess the following qualification and experience :-(a)(i)a degree in Chemistry or Diploma Chemical Engineering or Technology with 5 years' experience; or(ii)a Master's degree in Chemistry or a degree in Chemicals Engineering or Technology with 2 years' experience.
