Section 3 in The Punjab Legislative Assembly Members (Free Transit by Railways) Rules, 1979

3. Requisition for supply of Coupon Books.

(1)The Secretary, shall, whenever necessary make a requisition on the General Manager, Northern Railway, New Delhi, for the supply of Coupon Books for use by the Members under and in accordance with these rules.
(2)[ On receipt of requisition, under sub-rule (1) the General Manager, Northern Railway, New Delhi, shall supply the Coupon Books to the Secretary and raise necessary debit against the Punjab Vidhan Sabha Secretariat for the price of such Coupon Books.] [Published vide Punjab Government Gazette Extra dated 5.12.1979.][4. Supply of Coupon Books to Members. - The Secretary shall issue Coupon Books to every Member to enable him and his spouse and his dependent children accompanying either of them and an attendant accompanying him to travel by First Class, or if they so desire, by First Class Air-conditioned Coach at any time by any Railway in India:] [Published vide Punjab Government Gazette Extra dated 23.12.1981]Provided that the cost of aggregate distance travelled on such Coupons in any financial year does not exceed the money value of twenty thousand kilometres in first class computed in the manner mentioned in Explanation to Sub-rule (1) of Rule 5.[5. Money Value for which Coupon Books will be available. - (1) The Coupons shall be available in books. Explanation :- For purpose of computing the money value of twenty thousand kilometres, referred to in part (a) of sub-section (1) of section 4-B of the Act, cost of one hundred kilometres calculated according to the Railway Tarrifs in force at the time will form the basis.
(2)Each Coupon Book will be numbered with the book number, and each coupon contained therein with the book number and coupon number, in serial order.[6. Certificate on Coupon Books. - With every Coupon Book there shall be following certificate duly signed by the Secretary, namely :-"I hereby certify that Sardar/Sardarni/Shri/Shrimati/Kumari _____________________ is a Member of the Punjab Legislative Assembly and as such Railway tickets may be issued in exchange of the Railway Travel Coupons for journey or journeys to be undertaken by him and his spouse and the dependent children accompanying either of them and an attendant accompanying him within India.

Punjab Legislative Assembly][7. Things required to be done before issue of Coupon Books.] [Substituted vide Punjab Government Gazette Extra dated 23.12.1981.] - (1) The name of the member to whom a Coupon Book is issued shall be filled in by the Secretary before it is issued to him.
(2)The Secretary shall get, the following declaration (which shall be printed on the covering page of every Coupon Book) duly signed by the Member before any such Coupon Book is issued, namely :-"I _____________________, MLA, hereby declare that the coupons will be used for journeys undertaken within India admissible under Section 4-B of the Punjab Legislative Assembly (Allowances of Members) Act, 1942, as amended from time to time and the rules made thereunder.Signature of Member"[8. Issue of Coupon Books and their availability. - (1) A Coupon Book, issued to a Member shall be available for use only by the Member and his spouse and his dependent children accompanying either of them and an attendant accompanying him and shall not be transferable;
(2)A Coupon book can be issued from any date and will be valid for one Financial Year.] [Substituted vide Punjab Government Gazette Extra dated 23.12.1981.]

(4)[ In the event of any Member ceasing to be a Member, the Coupon Books issued to him for his use and for the use of his spouse and dependent children and an attendant accompanying him shall be returned forthwith to the Secretary.] [Substituted vide Punjab Government Gazette Extra dated 5.12.1979.][9. Method of purchasing tickets with coupons. - (1) Any Member or his spouse intending to undertake a journey shall present the Coupon Books to the Railway Booking Clerk without detaching any Coupon therefrom. In no circumstances loose coupons shall be accepted by the Railway Booking Clerk.] [Substituted vide Punjab Government Gazette Extra dated 23.12.1981.]
(2)The booking clerk shall personally remove from the Coupon Book the number of coupons necessary for the journey. Before removing the coupons, the booking clerk may ask the holder of the coupon book to show his identity card and to write his signatures on a piece of paper for the purpose of comparing it with the signatures in the Coupon Book. Where coupons in excess of those actually required are detached from a Coupon Book by a booking clerk, a suitable remark such as "wrongly detached" shall be made by the booking clerk on the back of the detached coupons and the loose coupons with the remarks so made shall be accepted when presented for the issue of a ticket provided the coupon book from which the coupons have been detached is produced.
(3)In exchange for the coupon or coupons, the booking clerk shall issue a single journey ticket(s) as may be required, after scoring out the fare printed thereon and writing on the reverse of the ticket in red ink the words "R.T. Coupons for members only".]Explanation. - If rail travel coupons from two different Coupon Books issued in favour of the same member are presented for issue of tickets, they shall, subject to the provisions of this rule, be accepted by booking clerk.[10.
