The Indo-Tibetan Border Police Force Telecommunication Cadre (Group 'A' And 'B' Posts) Recruitment Rules, 1999Published vide Notification Gazette of India, Extraordinary, Part 2, Section 3(i), dated 8th September, 1999.

1959.

G.S.R. 629 (E) dated 8th September. 1999. - In exercise of the powers conferred by Cl. (b) of sub-section (2) of Section 156 of the Indo Tibetan Border Police Force Act, 1992 (35 of 1992), and in supersession of (i) the Indo-Tibetan Border Police Telecommunication (Gazetted) Cadre Recruitment Rules, 1991, (ii) Indo-Tibetan Border Police Telecommunication (Non-Gazetted) Cadre Recruitment Rules, 1983, except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to Group 'A' and 'B' post in Telecommunication Cadre in Indo-Tibetan Border Police Force, namely.

1. Short title and commencement.

(1)These rules may be called the Indo-Tibetan Border Police Force, Telecommunication Cadre (Group 'A' and 'B' posts) Recruitment Rules, 1999.
(2)They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and scale of pay.

- The number of the said posts, their classification and the scales of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit and other qualifications.

- The method of recruitment to the said posts, age limit, qualifications and other matters relating thereto shall be as specified ;.i columns (5) (14) of the said Schedule.

4. Disqualification.

- No person,
(a)who has entered into or contracted a marriage with a person having a spouse living ; or
(b)who, having a spouse living has entered into or contracted a marriage with any person, shall be eligible for appointment to any of the said posts;
Provided that the Central government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and the there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.

- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.

- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes. Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

ByPromotion:Fromamongst Second-in-Command (Telecom) of Indo-Tibetan Border Policewho have rendered[two years] [Substituted by Notification No. G.S.R. 680(E), dated 19.9.2001 (w.e.f. 8.9.1999)]regular service in the grade with atotal of fifteen years of Group 'A' Service and being in MedicalCategory SHAPE-I.ByDeputation:Officer'sin other Central Police Organisation and State Police holdinganalogous post and having a degree in TelecommunicationEngineering/Electronics with at least one year experience in theline.(Theperiod of deputation including the period of deputation inanother ex-cadre post held immediately proceeding thisappointment in same or some other organisation or department ofthe Central Government shall ordinarily notexceed three years). The maximum agelimit for appointment by deputation shall be not exceeding 56years as on the closing date of receipt of applications.

ByPromotion:Fromamongst Inspector (Radio Operator/ Kadio Technician/ Cipher) ofIndo-Tibetan Border Police with[three years] [Substituted by Notification No. G.S.R. 680(E), dated 19.9.2001 (w.e.f. 8.9.1999)]regular service in thegrade and being in Medical Category SHAPE-I.ByDeputation:(i)Persons holding analogous postson regular basis in State or other Central Police Organisationsand having degree in Electronics or Telecommunication Engineeringor Electrical Communication Engineering or equivalent and havingat least one year experience in Telecommunication work; or(ii)Inspector (Radio Operator/RadioTechnician) of State or Central Police Organisation with 5 yearsregclar service in the grade.(Theperiod of deputation including the period of deputation inanother ex-cadre post held immediately preceding this appointmentin same or some other organisation or department of the CentralGovernment shall ordinarily not exceedthree years).The maximum age limitfor appointment by deputation shall be not exceeding 56 years ason the closing date of receipt ofapplications.Byre-employment:Suitableretired or released officers from the Defence Services in therank of Captain and having degree in Electronics orTelecommunication Engineering or equivalent and having at leastone year experience in Telecommunication work.Note:(1)Defence service officers due to retire who are to be transferredto reserve within a~riodofone year and having the requisite qualification and experience asmentioned above shall alsobeconsidered. Such persons shallbegiven deputqtion terms up to thedate on which they are due for release/ superannuation from theArmed Forces thereafter they may continue on re-employment.(Re-employment upto the age of superannuation with reference tocivil posts).(2)Seniors who do not have the qualifying service for promotion butwho have completed the probation shall also be considered whenthe Juniors who have completed the requisite service are beingconsidered.
