(2)The President of the Tribunal shall, from time to time, make rules -[(ai) prescribing the qualifications, the period of service, the age of superannuation and other conditions of service of the officers and servants of the Tribunal];(i)for regulating the grant of leave of absence, leave allowances and acting allowances to the officers or servants of the Tribunal; and(ii)for establishing and maintaining a provident or annuity fund, for compelling all or any of the officers of servants of the Tribunal (other than any [servant of the Government] in respect of whom a contribution is paid under section 146) to contribute to such fund, at such rates and subject to such conditions, as may be prescribed by such rules, and, with the sanction of the Board for supplementing such contributions out of the funds of the Board:[Provided that a servant of the] [Government] employed as an officer or servant of the Tribunal shall not be entitled to leave or leave allowances otherwise than as may be prescribed by the conditions of his service under the [Government] relating to transfer to foreign service.
