Section 12(1) in Orissa School Education (Community Participations) Rules, 2000
(1)The school committee in general shall -(a)Manage and supervise the-concerned N.F.E. center/primary/upper primary and High School in the locality;(b)plan for development of educational institutions of the feeding area of the school as delimited by the District Officers;(c)Conduct annual census of children of the age groups up to 5, 5+ to 11, 11 + to 14 and identify illiterate persons in the age group of 15 to 35;(d)Ensure enrolment of all non-enrolled children through enrolment drive and their retention in the school till they complete the elementary stage of education;(e)Ensure regularity of attendance of children in the school and present temporary discontinuance and drop out of children through persuasion of parents;(f)Co-ordinate the activities of Sikhye Sahayikas, Mahila Samities and other women activities to give a special thrust to girls enrolment attendance and retention; and(g)Prepare the budget, sanction expenditure and place proposal for expenditure before the P.T.A.
