4. Application for licence and its disposal.
(1)Every application for grant of licence under this Act shall be made to the competent authority in such form or on payment of such fee as may be prescribed.(2)Every order granting or refusing a licence under this Act shall be in writing, and in case of refusal shall contain reasons therefor.
