Section 15(b) in Orissa Electrical/Mechanical/Telecommunication (Departmental and Professional Examination) Engineering Service Rules, 1957
(b)If he has been in service under another Government or Firm prior to his appointment and he had passed the examination under that Government or firm provided that the subjects of examinations were substantially the same as mentioned in these rules.
