Section 14 in The U.P. Pravidhik Shiksha (Admission Conduct of Examinations and Conferment of Certificates and Diplomas) Regulations, 1992

14. Secondary technical certificate course promotion.

- Promotion from First year to Second year and from Second year to Final year in respect of Secondary Technical Certificate course shall be made and announced by the Principal in accordance with the following conditions :
(a)No candidate shall be presented for First Year or Second Year Examination unless he has put in 75 per cent attendance: Provided that the Principal may on genuine grounds condone shortage wherever he is satisfied up to 5 per cent :
Provided further that the calculation of attendance shall be made from the date of commencement of the session to a date of three weeks prior to the date of theory examination.
(b)The medium of examination in all subjects except English language shall be Hindi.
(c)No candidate shall be declared to have passed the First or Second Year Examination, unless he obtains :
(i)at least 33 per cent marks in each subject of Group 'A' : Provided that in the Science (Physics and Chemistry) subject student will have to secure the minimum pass marks in theory and practical separately as prescribed by the Board of High School and Intermediate Education, Uttar Pradesh, Allahabad;
(ii)not less than 33 per cent marks in aggregate in Group 'A';
(iii)at least 50 per cent marks in each theory subject (including sessionals) in Group 'B';
(iv)at least 60 per cent marks in each practical (including sessionals) in Group B';
(v)not less than 45 per cent marks in aggregate of all the theory, praeticals and sessionals of Group 'A' and Group 'B' together and including Disciplinary/N.C.C. game marks.
(d)The Director of Technical Education, Uttar Pradesh may for reasons to be recorded in writing relax any of the above conditions in deserving cases and intimation thereof shall be sent to the Board Within a week.
(e)The decision of the Principal of the Secondary Technical Education regarding the promotion of students from First or Second Year shall be announced latest by the end of June each year and shall subject to the provisions of sub-clause (d) be final.
Group 'A'All subjects prescribed for High School (Science Group) Examinations by the Board of High School and Intermediate Education, Uttar Pradesh, Allahabad namely :
(i)Hindi,
(ii)English,
(iii)Mathematics,
(iv)Science,
Group 'B'All subjects prescribed for Industrial Training Institute Examination by the National Council for Training in Vocational Trades, Government of India for a particular trade except 'Workshop Calculation and Science' which has been replaced by the subject 'Rural Technology' with effect from Board Examination, 1981, namely :
(i)Trade Theory.
(ii)Trade Practical.
(iii)Workshop Calculation and Science.
(iv)Engineering Drawing.
Eligibility of regular candidate to appear at the Boards Examination subject to the provisions of regulations.
