Section 9(1)(c) in The Orissa Printing and Stationery Service (State Service Class I and II) Rules, 1981

(c)For direct recruitment, a candidate must be above 21 years and below 32 years of age on the 1st day of January of the recruitment year. The upper age-limit shall be relaxed by five years in respect of candidates serving under a Government.
