214. Construction of culverts by owner or occupier.
(1)The Commissioner may, by notice, require the owner or occupier of any building or land adjoining a public street o construct culverts or drain-covering over the side channels or ditches at the entrances to the said building or land.(2)Such culverts or drain-covering shall be of such form and size and consist of such materials and be provided with such means of ventilation as may be specified in the said notice, and shall be maintained and kept free from all obstruction at the expense of the said owner or occupier.
