Section 6 in Rules for the Biju Pattnaik Award for outstanding performance in promotion of Sports and Games

6. Eligibility.

(a)To be eligible for the Award under Rule 5 (i) (a), a sports person should have not only good performances in National/International level with excellence during previous years but also should have continued to contribute for promotion of Sports in his/her individual capacity even after retirement from sporting career. He/she should have shown qualities of leadership, sportsmanship and sense of discipline.
(b)To be eligible for the award under Rule 5 (i) (b) a sports person must have represented Orissa with excellent performance in any of the recognized games with outstanding achievements during the year under consideration.
(c)The eligibility criteria for the Award under Rule 5 (i) (c) shall be as follows:-
(i)He/she should have devoted his/her career for imparting coaching to sports person in any of the major sports disciplines.
(ii)He/she should have produced sports persons who must have achieved excellence in National/International sports events in any of the recognized sports disciplines.
(iii)He/she should possess the quality of an ideal leader, must have maintained exemplary discipline, flawless conduct and cordial relationship with trainees during his/her career.
(iv)He/she should have maintained the career graph and profile of his/her talented trainees from the time of spotting the talent till the period when the trainee/trainees achieves excellence in National/International events.
(v)He/she should not have been involved in any kind of controversies and dispute.
(d)The following criteria shall be taken into consideration for the award under Rule 5 (i)(d):-
(i)Length of services/seniority in profession.
(ii)Quality of reporting of local sports events with analytical assessment with a view to popularise sports events organized inside the State.
(iii)Quality of reporting of National/International sports events.
(iv)Preparing profile of local sports persons with interview, which should include both prominent and upcoming sports persons.
(v)Standard of knowledge of rules and regulations of all major games as well as other peripheral games.
(vi)Involvement and activities with different sports organizations of the State.
(vii)Standard and degree of innovation and critical analysis.
(viii)Impartiality and fearlessness in reporting.
(ix)Honesty and integrity in the profession.
(x)Preferably from a sports background.
(xi)Emphasis on other important areas, i.e., training method, sports equipments, sports injuries, rehabilitation of sports persons, employment opportunity for sports person and last but not the least the social recognition and financial stability of sports persons.
