10. Powers to issue instructions.
(1)The [Chief Executive] [Substituted 'Chairman' by Notification No. G.S.R. 477(E), dated 7.7.2021.] may, from time to time, issue instructions as may be necessary to give effect to an implementation of the provisions of these rules.(2)In particular and without prejudice to the generality of the provisions of sub-rule (1) such instructions may provide for basis for detailed allocation of marks for seniority, qualification and confidential reports (work record) within the ceiling specified under these rules.
