Section 19(2) in The Orissa Panchayat Samiti Election Rules, 1991
(2)Where the Election Officer decides that counting of votes shall be taken up by the Presiding Officer at the polling station, he shall also-(i)authorise in writing, the Presiding Officer to that effect, and(ii)supply Form No. 13 to the Presiding Officer for recording the result of counting of votes at the polling station.
