Section 5(2) in Manonmaniam Sundaranar University Act, 1990
(2)No institution affiliated to, or associated with, or maintained by a(sic) other University in the State of Tamil Nadu shall be recognised by the University for any purpose except with the prior approval of the Government and the University concerned.
