Section 19(2) in The Rajasthan Waqf Board (Election of Members) Rules, 1999
(2)Every appeal under sub-rule (1) shall be-(a)in the form of a memorandum signed by the appellant;(b)accompanied by a copy of the order appealed from and a fee of five rupees to be paid by means of nonjudicial stamps, and(c)presented to the Principal Secretary, [Waqf] [Substituted by Notification No. G.S.R. 123, dated 7.12.2015 (w.e.f. 16.1.1999).] Department within a period of fifteen days from the date of the order appealed from or sent by registered post so as to reach him within that period:Provided that the aforesaid Appellate Authority may condone the delay in the presentation of the appeal to him, if he is satisfied that the appellant had sufficient cause for not presenting it within the time prescribed.
