Section 54(1) in The Punjab Habitual Offenders (Control and Reform) Rules, 1957
(1)The accounts of the factories attached to Settlements, established under section 14, if any, shall be maintained according to the Rules applicable to the Government Industrial School in the Punjab, as amended from time to time.[55. Service of Notices. - (1) The notices under the Act and the foregoing rules shall be served personally in the manner laid down under section 69 of the Code and in case personal service of the notice is not possible -(i)by affixing a copy of the notice on some conspicuous part of the house in which such person ordinarily resides and also on some conspicuous place of such town or village where such person last resided;(ii)by sending a copy of the notice to the headman of the village concerned who shall cause it to be proclaimed in the village by beat of drum and where there is no headman, by sending a copy of the notice to the Station House Officer concerned who shall cause it to be proclaimed by beat of drum.
