(3)The Board of Management shall, in consultation with the Academic Council, and in accordance with the Guidelines laid down by the University Grants Commission and other Regulatory Bodies, make Ordinances or Regulations, as it may deem appropriate, for the following purposes:(a)to establish one or more University libraries, with adequate staff, laying down the qualifications and procedures for their recruitment, and determine their terms and conditions of service;(b)to prescribe norms for the functioning of the University libraries, ensuring their access to its students, teachers and other persons, including norms to impose penalties for violation of rules relating to late deposit, destruction, or defacement of borrowed books, and other use of the libraries and their facilities; and(c)to lay down norms relating to acquisition, from time to time, of books, journals, newspapers and other teaching and research materials, and their display and storage.
