78. Preparation of return of election and declaration of result.
(1)The Returning Officer shall prepare a Return of Election to the Office of-(a)Member in Form 25 on the basis of the result sheet compiled in Form 22;(b)Chairman in Form 26 on the basis of the result sheet compiled in Forms 23 and 24.(2)After preparing the Return the Returning Officer shall declare the candidate elected who has received the largest number of valid votes.
