3. Proceedings in connexion with taking over charge of land.
(a)The Collector, an officer appointed by him in this behalf shall not ordinarily enter into any building for the purpose of seizing and taking possession of books, accounts and other documents referred to in Section 17, before sun-rise and after sun-set.(b)The Collector, or an officer, making the search shall allow the occupier of the building or a person nominated by the occupier, to watch the search.(c)A receipt for the books, accounts or other documents seized and taken into possession, shall be given on the spot immediately after making the search, by the person seizing to the person from whose possession they are seized and taken.
