Section 71(2) in Jammu and Kashmir Water Resources (Regulation And Management) Rules, 2011
(2)Every such complaint shall be addressed to the court of competent jurisdiction and signed by the officer making the complaint indicating all material facts and circumstances which, in the opinion of such officer, constitute the offence and shall also provide the following information:(a)the person or the authority or the department or company or such other body which has or which is suspected to have committed the offence;(b)place of occurrence or commission the offence;(c)the date and time of occurrence or commission the offence;(d)the documentary proof, if any, in support of the complaint; and(e)the list of witnesses, if any, to be produced by the complainant in support of his complaint.
