I wanted to bring to the notice of the House that actually it is an atrocity and an unconstitutional measure as far as the Women’s Reservation Bill is concerned. It is like match fixing against the women’s rights.

So many other Bills are taken up, and it is a double speak on the part of the Government. They have taken up many Bills and passed without any consensus. This is an important Bill. I would like to bring to the notice of the Government that this is an unconstitutional and unpardonable delay.
Sir, there is a Dharna, a rally now going on at the Parliament Street organised by the All India Democratic Women’s Association and many other Women’s organisations. We wanted to know from the Government categorically when this Bill will be taken up. So, we want the hon. Minister of Parliamentary Affairs to respond now. We want an explanation from the hon. Minister of Parliamentary Affairs. We want to know categorically when this Bill will exactly be taken up. SHRI K. YERRANNAIDU (SRIKAKULAM): If the Government is ready to take up the consideration of the Women’s Bill, the TDP is ready to support it to pass it in this Session. From the beginning we have been requesting and the hon. Minister of Parliamentary Affairs also has been categorically stating it in the Lok Sabha.

MR. SPEAKER: This is not a debate. What is this? Since the hon. lady Member has given a notice, I called her. Everybody wants to participate in the debate. What about the matters of others? Are they not Members of this House? You are not allowing others to speak.
SHRI P.H. PANDIYAN (TIRUNELVELI): The Government should give a commitment that they are going to pilot this Bill in this Session.
SHRI MADHAVRAO SCINDIA (GUNA): This is a very important issue. The Congress has always been emphasising that one-third reservation in the local bodies and Panchayats must be extended to Vidhan Sabhas and Parliament. The Congress also adds its voice that this Bill must be brought as early as possible and that it must be possible as soon as possible so that one-third reservation can be given to women in Parliament.
श्री माधवराव सिंधिया (गुना) : अध्यक्ष महोदय, स्वर्गीय राजीव गांधी के सपनों को साकार रूप देते हुए कुछ वर्ष पहले कांग्रेस की केन्द्र सरकार ने लोकल बॉडीज, पंचायतों में, म्युनसिपैलिटीज में महिलाओं के लिए आरक्षण देने की व्यवस्था करके उनके सपनों को साकार रूप दिया था। कांग्रेस का स्पष्ट मत है कि यह आरक्षण पार्लियामैंट तक पहुंचना चाहिए।
उस एक-तिहाई का प्रावधान पार्लियामैंट में भी होना चाहिए। इसी लक्ष्य हेतु कल भी कांग्रेस का आन्दोलन हुआ था, डैमौन्सट्रेशन हुआ था जिसे लीडर ऑफ दी औपोजीशन ने सम्बोधित किया था। हम सरकार से यही डिमांड करते हैं, अनुरोध करते हैं, मांग रखते हैं कि समन्वय स्थापित करना सरकार की जिम्मेदारी होती है, उत्तरदायित्व होता है। लेकिन समन्वय का बहाना लेते हुए उसकी आड़ में इस बिल के बारे में टालमटोल करें, यह हम बरदाश्त करने के लिए तैयार नहीं हैं। इसलिए सरकार से स्पष्ट रूप से हमारी यह मांग है कि यह बिल इसी सैशन में लाया जाए, पास किया जाए ताकि महिलाओं को पार्लियामैंट में एक-तिहाई आरक्षण मिले। यह कांग्रेस की मांग है। हम इस मांग को पूरे जोर से दुबारा यहां कर प्रस्तुत रहे हैं। ...(व्यवधान)

कुमारी मायावती (अकबरपुर) : अध्यक्ष महोदय, महिलाओं के आरक्षण से संबंधित जो बिल है, वह बहुत महत्वपूर्ण बिल है। यह बिल लोक सभा में पहले इंट्रोडयूस हो चुका है । इस बिल को पास करने से पहले मेरी मंत्री जी से रिक्वैस्ट है कि पहले महिला आरक्षण बिल में संशोधन किया जाये। उसमें अनुसूचित जाति, जनजाति, पिछड़े वर्ग, धार्मिक अल्पसंख्यक समाज से संबंधित महिलाओं के लिए अलग से आरक्षण की व्यवस्था होनी चाहिए। जब आप इस विधेयक में संशोधन करके इसे पार्लियामैंट में पास कराने के लिए लायेंगे …( व्यवधान) अन्यथा अगर आप इसे एज़ इट इज ही लायेंगे तो हम इस विधेयक का विरोध करेंगे। हम चाहेंगे कि जब महिलाओं के आरक्षण का मामला आता है, तो राजनीति में बहुजन समाज की महिलायें, अनुसूचित जाति, जनजाति, पिछड़े वर्ग और धार्मिक अल्पसंख्यक समाज की महिलायें काफी पिछड़ी हुई हैं। सही मायने में सरकार राजनीतिक क्षेत्र में महिलाओं को आरक्षण का लाभ देना चाहती है तो सबसे पहले आपको इन महिलाओं के लिए अलग से आरक्षण देने की व्यवस्था करनी होगी। …( व्यवधान)

SHRI G.M. BANATWALLA (PONNANI): Sir, I want to point out only one thing. The Prime Minister was kind enough to call the meeting of the leaders of the parties. We were all there. The matter was discussed and if there was any broad consensus in that meeting, the consensus was that the various parties have no objection whatsoever to the inclusion of the OBCs and the Minorities. This has to be respected by the Government. But if the Government still sticks to the Bill, then we will not be able to associate ourselves with the Bill. Let the OBCs and the Minorities have adequate reservation, which is their right.
SHRI SUDIP BANDYOPADHYAY (CALCUTTA NORTH WEST): Sir, in the recently concluded Panchayat elections in U.P., it has been projected that women candidates have secured the maximum number of seats. This is a new dimension and direction in the present political scenario in our country. So, it is a proper reflection that people are accepting the women candidates. Trinamul Congress is of the opinion that the Women’s Reservation Bill should be tabled at the earliest possible time.
