Section 149(1) in The Calcutta Improvement Act, 1911
(1)subject to any conditions they may think fit to impose, -(a)guarantee the payment, from the funds at their disposal, of such sums as they may think fit, by way of interest on capital expended on the construction, maintenance or working of means of locomotion; or(b)make such payments as they may think fit from the said funds, by way of subsidy to persons undertaking to provide, maintain and work means of locomotion; or
