Section 18(1) in The U.P. District Offices (Collectorates) Ministerial Service Rules, 1980
(1)Recruitment to the post of Office Superintendent in a District Office shall be made by promotion from amongst the permanent assistants of Category 'D' of that office on the basis of seniority subject to the rejection of the unfit in the manner laid down hereinafter by a Selection Committee consisting of:(i)the Commissioner of the Division,(ii)the District Magistrate of the District where the vacancy has occurred, and(iii)one other senior officer not below the rank of Additional District Magistrate to be nominated by the Commissioner of the Division.
