(3)Distribution Licensee shall be guided by these regulations.-(a)while planning and submitting long-term power procurement plan to the Commission as part of their application seeking determination of tariff;(b)while submitting to the Commission the measures proposed to be implemented by them as regards to load management, energy conservation and energy efficiency;(c)while submitting to the Commission the impact on energy and demand, together with the cost benefit analysis.
