(4)From Constable and Lance Naik to Naik.(c)If the Commandant decided to pass over, for officiating promotion, an officer whose name is on the appropriate approved list the prior sanction of the Inspector-General or the Deputy Inspector-General, as the case may be, shall be obtained.
